Establishing a Fintech Innovation Hub in Mauritius: Regulatory Sandbox and Digital Lab Opportunities

The fintech innovation hub and digital lab framework established under the Finance (Miscellaneous Provisions) Act 2021 to foster innovation in banking and payment solutions.

Section 11D of the Finance (Miscellaneous Provisions) Act 2021 empowers the Bank of Mauritius to establish a fintech innovation hub and digital lab. The purpose is to foster innovation and the use of emerging technologies to facilitate the provision of banking and payment solutions and other financial services.

Objective

The fintech innovation hub provides a controlled environment where innovators, technology companies, and financial institutions can test new products, services, and business models. The digital lab serves as a platform for experimentation with emerging technologies such as distributed ledger technology, artificial intelligence, and digital identity solutions.

Regulatory Sandbox

The regulatory sandbox allows participants to test innovative financial products and services without being subject to the full range of regulatory requirements that would otherwise apply. Participants must apply to the Bank of Mauritius for admission to the sandbox. The Bank may impose conditions on the testing period, including limits on the number of customers, transaction volumes, and duration of the testing phase.

The fintech innovation hub reduces barriers to entry for innovative financial services. It allows companies to test their products in a live environment while receiving feedback from the regulator. Successful participants may subsequently apply for full authorisation or licensing under the applicable regulatory framework.

Fintech companies seeking to participate in the innovation hub should prepare a detailed proposal outlining the nature of the innovation, the target market, the risk management framework, and the proposed testing methodology. Early engagement with the Bank of Mauritius is advisable.
